Clyde opened the meeting at approximately 7:10 PM, in Dan’s absence
Item 1: Announcement – DC Statehood
- Josh Burch, President of Neighborhood Committee for DC Statehood
- DC Council adopted the final (4th) amendment of the draft
- Encourage people to vote “yes” in November for the referendum
- National drive for support through “op-ed” campaign
- Ballot will say state name is “New Columbia”, but changes to Washington, DC through amendment
Item 2: Old Business
- Lamont Bessicks provided a summary report of the previous meeting’s agenda and activity
Item 3: Treasurer’s Report –
- Clyde presented the October, 2016 report
- There were four (4) new members, plus one (1) renewing member from the September Meeting.
- Approximately $3,278 Beginning Balance
- $50.00 of new membership income
- Approximately $3,328. Ending Balance
- PayPal account established online
- October’s Treasure’s Report voted and accepted.
Item 4: Membership Report
- Teresa, gave short summary on new members.
- Approximately 90 members
- Encourage use of PayPal to entice new membership
- Invite new neighborhood residence to join BNCA
- Accepted by common consent
Item 5: Announcements

- Saturday, 11:00 AM, immediately November BNCA Community Meeting at 10:00 AM
- Meet at 14th & Otis Streets, NE
- DHS Neighborhood Advisory Team – BNCA Input (Jeff Steen)
- Provided flier regarding details of the planned homeless shelter at 17th Street and Rhode Island Avenue, NE
- Meeting Minutes of recent DC Council meeting regarding this project can be found on www.mayor.dc.gov/homewarddc
- Initial meeting held on October 6, 2016; frequency of future meeting
- Building has an historic designation; no exterior changes not to violate historic preservation guidelines
- Construction slated to begin Fall, 2017; with opening in 2019
- Uncertain whether the cell tower will need relocation; preliminary determination to be made through architectural test fit
Item 6: RIA – Brookland Manor Redevelopment (Michael Meers, VP – MidCity Development, Jamie Weinbaum, EVP – MidCity Development)
- Jamie Alexander, Torti Gallos (Architect)
- One-page handout distributed
- HUD contract terminates August 1, 2017
- Stage One PUD application approved November 6, 2015
- Section 8 contracts retained in perpetuity, assisting 373 low income families
- Will provide 22% total affordability
- All onsite, replacement housing to be completed first
- Stage Two PUD application to be submitted by November 6, 2016
- S. Weinbaum gave a presentation on the buildings, design and landscaping in Phase One
- The shopping center at the front of the site will be demolished approximately January, 2017
- Developer hopes to use the site for culturally-oriented interim until the remainder of the project is completed – approximately three to four years
Item 7: The 2016 Zoning Code Rewrite (Sara Bardin, Director, Office of Zoning)
- Provided a summary on navigating the new zoning regulations that went into effect as of September 6, 2016
